Town Council: On the outset on the proposal of Cllr. Dempsey seconded by Cllr. Fitzgerald Standing Orders were suspended in order to allow Tom Stritch, Divisional Manager to address the Meeting. He advised Members of the purchase of Mallow Castle on behalf of Cork County Council. The purchase also included 30 acres of lands. He stated that the acquisition will help Mallow to develop as a Tourism and Heritage Centre. Members welcome the purchase.

Condolences were extended to Cllr. Fitzgerald on the death of his mother.

On the proposal of Cllr. Dempsey seconded by Cllr. O’Connor it was agreed to return to Standing Orders.

1. Future of Town Council – Oireachtas Members to Attend

It was noted that the Members of the Oireachtas were unable to attend and it was

agreed to issue an invitation to attend the January Monthly Meeting.

2. Minutes

(a) On the proposal of Cllr. Dempsey seconded by Cllr. O’Connor the Minutes of Special Meeting of Council held on Monday, 1st November, 2010 at 6.15pm were confirmed and adopted.

(b) On the proposal of Cllr. Lucey seconded by Cllr. O’Connor the Minutes of the November Monthly Meeting of Council held on Monday, 1st November, 2010 at 7.00pm were confirmed and adopted.

Matters Arising

The Town Engineer responded to query re: Dernville Estate and stated that the

footpath survey in the Town Centre will commence in January.

3. Fix Date for Meeting to Consider Budget 2011

It was agreed to hold the Statutory Budget Meeting on Tuesday, 4th January, 2011

at 4pm.

4. Manager’s Orders

The list of Managers Orders for the month of November were noted. The

Manager responded to queries in relation to PD 55,037/10.

5. Planning

The list of Plannings for the month of November were noted.

6. Housing

The Town Clerk reported as follows:

- The pilot phase of the refurbishment work at Sandfield Estate are progressing satisfactorily and is due for completion in March, 2011. Tender documents are currently being prepared for the second phase of the project.

- Works under the Energy Efficiency Contract on 9 units has commenced.

- Replacement of windows and doors under the 2010 Planned Maintenance Programme is ongoing.

The following matters were also considered:

- Housing Waiting List

- Policy in relation to Housing Supply

- Social Leasing Initiative

Members acknowledged the role of Pat Walshe, Senior Executive Engineer in

dealing with the water shortage at Castlepark Estate.

On the proposal of Cllr. Lucey seconded by Cllr. Griffin it was agreed to

extend the time of the meeting to 9pm.

7. Disposal of Lands (Statutory Notice Circulated)

Following discussion on the matter the following proposals was considered:

“That in accordance with the provision of Section 183 of the Local Government

Act, 2001 the disposal of property at St. Josephs Road, Mallow details of which

were circulated to each Member on 25th November, 2010 in accordance with the

terms of the Notice be approved.

The result of the Poll was as follows”

Item 17(c) was also considered and it was noted that the right-of-way from the

subject lands to the N72 Mallow Fermoy Road will also transfer to Housing &

Sustainable Community Ltd.,

8. Annual Financial Statement for the Year Ended 31st December, 2009

The contents of the Annual Financial Statement for the Year Ended 31st December,

2009 was noted. The Manager referred to the following:

- Revenue Account surplus of €26,382 for 2009

- Rate Collection for 2009 85%

- Rent & Annuity for 2009 97%

9. Members Attendance at Conferences

The attendance of the following at the Economic Conference for Councillors on 28th and 29th January, 2011 was approved:

Cllr. Dempsey, Cllr. Griffin, Cllr. Lucey & Cllr. O’Connor.

10. Town Engineers Report

The contents of the Town Engineers report was welcomed.

11. Notices of Motion - Cllr. Dempsey & Cllr. O’Regan (Deferred from

November Meeting)

Cllr. Dempsey proposed the following:

(a) “That railing at Dromore Drive/St. Gobnaits Park be extended”.

This motion was seconded by Cllr. O’Regan. The Town Engineer responded to

the motion.

(b) “That Mallow Town Council consider the introduction of a weight restriction

on vehicles through Quartertown Village”.

This motion was seconded by Cllr. O’Regan. The Town Engineer stated the

legal powers to effect the weight restriction was not available to the Council. He

advised that appropriate signage will be provided in the area.

(c) “That additional car parking spaces be provided at Griffith Avenue”.

This motion was seconded by Cllr. O’Regan. The Town Engineer agreed to

investigate the matter.

12. Notices of Motion - Cllr. Mullally

Cllr. Mullally proposed the following:

(a) “That this Council put traffic plan in place for the residents of Park West,

Cannon Field and Chapel Court, Mallow during times of the Park Road

being flooded”.

This motion was seconded by Cllr. Kennedy. The Town Engineer stated

residents of the area should have regard to early warning system and take

appropriate action.

13. Notices of Motion - Cllr. Mullally& Cllr. Kennedy

Cllr. Mullally proposed the following:

(a) “That this Council write to the Taoiseach, Minister for Finance and Minister

for Trade & Employment seeking a reversal of the decision to reduce the

minimum wage as part of the 4 Year Plan”.

This motion was seconded by Cllr. Kennedy and agreed.

This concluded the business of the meeting.
